Introduction
BC Land is excited to bring forward their proposal for a thoughtfully designed residential development between Outwood Common Road and Coxes Farm Road, south of Billericay.
The proposal offers a unique opportunity to deliver up to 240 family homes, with 50% designated as affordable housing to meet local needs. This seamlessly integrated new neighbourhood offers a sustainable location supported by public transport links and enhanced pedestrian, cycling and transport infrastructure.
The proposal has thoughtfully designed landscaping and open green spaces, creating a network of green spaces across the development. Residents will be able to enjoy improved access to the surrounding countryside and better connectivity into Billericay, ensuring the development supports both new and existing communities.
The site
Located between Outwood Common Road and Coxes Farm Road, this partially previously developed site, offers the opportunity for a sustainable residential development south of Billericay. The site, which currently includes numerous commercial and industrial uses, has the potential to deliver a mix of up to 240 new homes, including 50% affordable housing, to meet local needs. In addition, the site will provide high-quality green landscaping, open space, and infrastructure enhancements to walking and cycling routes.
Development of the site offers is a logical continuation of the existing settlement, within a sustainable location which benefits from good public transport, pedestrian and cycle travel links.

Where is the site located?
The site is situated between Outwood Common Road and Coxes Farm Road. It is largely a previously developed site, currently occupied by various commercial and industrial uses.
The site forms a central part of Basildon’s emerging Local Plan, within the H1 draft allocation.
Isn’t this area greenbelt land?
Actually, the site meets the Government’s Grey Belt criteria. As part of this, BC Land will ensure the development adheres to the ‘Golden Rules’: it will deliver 50% affordable housing, create high-quality public green spaces, and provide all necessary infrastructure to support the development.
The site has been included within the wider H1 draft allocation in the emerging Basildon Local Plan, meaning the land between Outwood Common Road and Coxes Farm Road has been identified as an appropriate location for new housing.
What stage is development currently at?
The project is currently in the early stages of the planning process. Productive discussions are ongoing with Basildon Borough Council, Essex County Council and local community stakeholders, alongside this public consultation.
The planning application for the site will be determined by Basildon Borough Council, which is the local planning authority.

Why is development proposed at this site?
Development of the site offers a logical extension of Billericay, within a highly sustainable location that benefits from good public transport, pedestrian routes, and cycle links. Across Basildon Borough, there is currently a 30% shortfall in housing land supply, meaning approximately 1,800 additional homes are required beyond those currently planned for.
To help address this, the site forms part of the wider H1 draft allocation within the emerging Basildon Local Plan. This means the land between Outwood Common Road and Coxes Farm Road has been identified—alongside other local areas—as an appropriate location for new housing to help meet the shortfall in housing land supply.
What will happen with the rest of the H1 allocation?
Other parts of the draft H1 allocation are currently being brought forward by other developers and land promoters, separate from BC Land. BC Land is working with several of these groups to help ensure the coordinated delivery of the H1 allocation.
How many homes will be provided on site?
Our proposals would deliver up to 240 homes, ranging from starter homes to larger family homes. 50% of the total housing will be designated as affordable housing to meet local needs.
Will there be any accompanying infrastructure to support this development?
BC Land is engaging with Basildon Borough Council and Essex County Council to establish the infrastructure requirements, particularly in relation to education and healthcare provision. Basildon Borough Council is preparing an evidence base as part of the H1 allocation to determine the full infrastructure needs required to support the wider development.
Additional infrastructure and amenity provisions will include children’s play areas, highway improvements, and utility and ecology enhancements.
How will you prevent flooding?
Extensive on-site assessments will ensure a clear understanding of the current flood risk across the site and how it interacts with the wider area. Sustainable drainage systems (SuDS) will ensure that the flood risk to surrounding land is not increased by holding water on-site and releasing it at a controlled rate—equivalent to the rate if the site were undeveloped.
Built development within the site will be located outside areas at risk of flooding. The proposed sustainable drainage network will form an attractive, central feature of the development, integrated within the wider green infrastructure network.
How will the site accommodate the extra traffic and pressure on local roads?
BC Land is proposing an improved junction at Outwood Common Road, which will enhance both driver and pedestrian safety and help ease traffic pressure. In addition, sustainable transport measures are central to the emerging proposals and will include improved connections into Billericay through enhanced walking and cycling links. BC Land is also committed to improving existing infrastructure and promoting public transport to ensure residents have a genuine choice of travel options.
BC Land will work closely with both Basildon Borough Council and Essex County Council to assess the capacity of the surrounding road network. This will include evaluating potential impacts on the wider transport network and identifying any mitigation measures needed to address these impacts.
Won’t this development encourage poor driving along Coxes Farm Road?
BC Land has carefully considered this and will ensure that the main access point is via Outwood Common Road. There will only be emergency, pedestrian, and cycle access to the south, supporting permeability through the site while prioritising pedestrian and cyclist safety.
Therefore, we are confident that the proposals will not have an adverse impact on how Coxes Farm Road is currently used. In fact, they should enhance its use through the proposed improvements for pedestrians and cyclists.
How will you protect wildlife and biodiversity on site?
Large areas of open space planned throughout the development will help to contribute towards a 10% biodiversity net gain, along with habitat improvements.
How are you consulting with local residents?
Our online feedback form on our website closed on Monday 6th October 2025, thank you to everyone who submitted their response.
BC Land held an exhibition event between 14:00 – 18:00 at Langham Hall, Billericay (CM12 9RD) on Saturday the 20th September 2025. A leaflet advertising this exhibition was sent to over 2,000 properties close to the site.
